The PS3 ones that aren't there available as remastered/remade for PS4 or PS5 and weren't crossgen with PS4 (meaning, the PS3 version is the one available there but in all crossgen games they have the PS4 one) are only playable via cloud gaming. Regarding the subscription, with PS+ Premium you can download and play locally or to play streamed via cloud gaming all the many hundreds of PS1, PS2, PSP, PS4 and PS5 available there. Btw, you don't need to be subscribed to any PS+ tier to download these crossbuy PS1/PSP games you bought in other consoles for free.
Once downloaded, you'll be able to play them with any account available in your console. If some day in the future they add these games to be purchased in PS4/PS5 (or added to the Classic Games Collection, since all its downloadable games can also be bought), if you bought them in PS3/PSP/Vita you'll be able to download them for free in the PS Store when connected with the same PSN account that you did use to buy them.
